Construction: energy certification and qualification certificates

Speaking of energy efficiency and savings one can not consider the great role played in buildings, especially considering how our cities are polluted and how many problems in terms of costs and health it creates pollution. In our system there is national legislation, as well as many regional laws laying down the criteria and how to improve the energy efficiency of buildings. The objective of the legislation is to facilitate the integration of renewable energy sources in buildings, both to ease the burden that energy from fossil fuels to meet the Community's objectives in terms of energy production from renewable sources and reducing emissions. In recent days we have also seen how this legislation could be improved and how our country is back in this field, especially compared with European directives.

Cornerstone of the national legislation in force is definitely the energy certification, which provides two different certificates:

• the energy efficiency certification

• The energy performance certificate

The energy efficiency certification

This certification plays the role of control, building completed in respect of the construction or renovation of requirements designed to improve the energy performance. Does not provide for a class of energy and can be prepared and validated by a qualified engineer to the design or construction of the building, not necessarily the third or extraneous to the property

 

The energy performance certificate

This certification has the duty to inform the buyer about the energy performance and energy efficiency rating of the property. The legislation requires that the energy performance certificate should contain the necessary elements to allow the consumer buyer to evaluate and compare the energy performance of the building. But not only that, the certificate must also give useful information to the buyer in order to plan the necessary interventions for the reduction of energy consumption.

Therefore legislator's goal is to introduce the idea of a new parameter for assessment of the purchaser convenience. Create a short question authority, which may lead in time to raise the demand for real estate efficient from the point of view of energy. This aspect, which should not be underestimated if we think that the same apartment of 120 square meters of energy class G (low quality) will cost only for the higher heating costs by almost € 2000, compared to a Class B (good quality) .

The energy performance certificate is valid for maximum time of ten years and must be issued by technical experts and accredited third party with respect to the ownership of the property. The certificate must be updated in the case are carried out on the property renovations that modify the energy performance.

It 'good to know that the value of consumption in the certificate is conventional and not real, this is to provide an objective value that is independent of the behavior of consumers who live in the property and climatic conditions that may occur in a particular year. For which the value specified in the certificate may not coincide with what we spend on energy, as the actual value will depend on the consumption habits.

 

WHAT CONTAINS THE CERTIFICATE

According to what is stated in the legislation the energy certificate must contain the following information

• The subject of the certificate, that is, which refers unit (apartment building)

• Global values and partial relative to the energy performance of the building.

• the current values according to the law and the reference values

• the energy class of the property

• Some recommendations for minimizing energy consumption

• The references of the person who made the certification

• The methods and tools used by the person who conducted the assessment

This is because, under the law, serving the consumer in order to make responsible choices to buy (or rent) with respect to the certification of the energy consumption.

In closing, remember that the 'energy performance certificate of a building is essential for the deeds of sale from 1 July 2009 and 1 July 2010 for the leases.
